Of course, preventing people becoming hardened criminals in the first place is the best way of reducing the number of victims of crime. I was therefore delighted to see the Good rating awarded today to Buckinghamshire Youth Offending Service, and was glad to have the opportunity to praise its dedicated staff for this achievement in Parliament.
